A process engineer at a regional utility believed her work was purely operational. She had spent eleven years on treatment optimisation for a system serving several hundred thousand people, and her self-assessment consisted of a degree, a licence, and a job title.

What she had not counted: she had been seconded to a state regulator for eight months to help draft technical guidance on a contaminant standard, she was the person three neighbouring utilities called when their treatment trains behaved unexpectedly, and a process modification she developed had been written into her utility's standard operating procedures and subsequently shared with a regional association.

The secondment was the strongest single item, because a regulator borrowing an engineer from a regulated entity is an unusually clear statement about expertise. It had never occurred to her to mention it, because in her mind it had been a temporary assignment rather than a recognition.

The aviation maintenance systems specialist
